Sets out the article types the journal accepts, the language and schedule of publication, how editorial decisions are taken, and how appeals, complaints and editor submissions are handled.
This page states the general policies that govern what the journal publishes and how decisions are taken. Specific procedures are set out on the pages linked at the end.
| Type | Purpose | Word limit | Peer-reviewed | Abstract | Structure expected |
|---|---|---|---|---|---|
| Research Article | Reports original work: a new method, a new result, or a new empirical study | 8,000 | Yes | Required, up to 250 words | IMRAD |
| Review Article | Synthesises an established body of work and states what is settled, what is contested and what is open | 12,000 | Yes | Required, up to 250 words | Sections appropriate to the material; the method used to identify and select the literature must be stated |
| Short Communication | Reports a single result, a focused negative result, or a method note that does not need a full article | 3,000 | Yes | Required, up to 250 words | IMRAD, condensed |
| Editorial | Comments on the field, on the journal, or on a group of articles in the issue | No fixed limit | No | Not required | Free structure |
Word limits exclude the abstract, references, tables and figure captions. Editorials are commissioned by, or written by, the editorial team; they are not open to unsolicited submission and are not peer-reviewed.
Every peer-reviewed type requires 4 to 6 keywords, an ORCID for every author, and the declarations listed in the Author Guidelines. References follow IEEE style. Word and LaTeX templates are provided.
The journal submits, reviews and publishes in English only. Kazakh and Russian versions of the website pages exist for the convenience of local authors; they do not change the language of publication.
Manuscripts must be in publication-quality English at the point of submission. Language editing is the author's responsibility and is not carried out by the journal. Where the standard of English prevents reviewers from assessing the work, the editors return the manuscript for language editing before review. Such a return is not a rejection, and the manuscript may be resubmitted once the language has been corrected. Use of a language-editing service, whether human or automated, must be disclosed under the Generative AI Policy where it applies.
The journal publishes four issues a year. Each accepted article is published in the issue to which the editors assign it; the editors take into account the date of acceptance, the balance of the issue, and the production queue. Authors are informed of the assigned issue after acceptance.
No page charges, colour charges or other production charges apply, and there is no charge for the length of an article within the stated word limits. See Fees.
Decisions on manuscripts are taken by the editors alone.
Decisions rest on the criteria in Aims and Scope and on the ethical requirements in Publication Ethics. Manuscripts outside the scope of the journal, or manuscripts that do not meet the ethical requirements, are declined without review.
| Decision | What it means |
|---|---|
| Accept | The manuscript is accepted as it stands and moves to production. No further review is required. |
| Minor revision | The substance is sound. Specific, limited changes are required. The revision is normally assessed by the handling editor without a further round of external review. |
| Major revision | The work may be publishable, but claims, method or analysis require substantial change. The revised manuscript is normally returned to the original reviewers. A major revision is not a promise of acceptance. |
| Reject | The manuscript is not publishable in the journal. It will not be reconsidered in its current form. |
| Reject with the option of resubmission | The question is worth pursuing, but the present study does not answer it. Additional work — new experiments, new data, a redesigned analysis — is needed. A resubmission enters the process as a new manuscript and carries a reference to the earlier decision. |
Authors are given a deadline for each revision. A revision must be accompanied by a point-by-point response to every reviewer comment, and by a marked copy showing the changes.
An author may appeal a decision once.
Appeals do not suspend the decision. While an appeal is open, the manuscript must not be submitted elsewhere.
Complaints about editorial process, conduct of staff, or delay are sent to journal@qairu.edu.kz, addressed to the Editor-in-Chief. Complaints about the Editor-in-Chief are addressed to the publisher at the same address and are handled by a person with no involvement in the matter.
The journal acknowledges a complaint within five working days and responds substantively within ten working days. Where an investigation takes longer, the complainant is told so and given an expected date. Complaints that concern research or publication misconduct are handled under Publication Ethics, using the relevant COPE flowchart.
Members of the editorial board, and staff of the publisher, may submit to the journal. Such manuscripts are subject to the same review as any other, with additional safeguards.
Posting a preprint on a recognised preprint server is permitted, before or during review. The preprint must be disclosed at submission, with its DOI or URL. On publication, authors are asked to add a link from the preprint record to the published version.
Presentation at a conference is permitted. A manuscript based on a conference abstract, poster or short paper is accepted only where it substantially extends what was presented; the earlier item must be cited and the extension described in the cover letter.
A manuscript already published elsewhere, in whole or in substantial part, is declined.
Simultaneous submission is not permitted. A manuscript under consideration by this journal must not be under consideration by another journal. Submission implies that all authors have agreed to the submission and that the manuscript is not being assessed elsewhere. Discovery of a simultaneous submission leads to immediate rejection and is handled under Publication Ethics.
Published articles carry the CC BY 4.0 licence: anyone may copy, redistribute, translate and build upon them, including for commercial purposes, provided the authors and the original publication are credited and changes are indicated. Copyright remains with the authors. Authors may deposit the published version in any repository, use it in teaching, and reuse it in a thesis or a later work without asking permission.
