States what QAIRU Journal publishes, who publishes it, and the terms under which it reviews, licenses and distributes accepted work.
QAIRU Journal publishes peer-reviewed research in artificial intelligence and the computational sciences. The publisher is Qazaq AI Research University, Astana, Republic of Kazakhstan. QAIRU Journal is a working title; the final title will be confirmed before the first issue.
The journal is free to publish in and free to read. Authors pay nothing at any stage, readers pay nothing, and every article appears under an open licence on the day it is published.
The journal covers four areas, which match the laboratories of the university: artificial intelligence and machine learning; robotics and intelligent systems; applied AI; and computational methods and high-performance computing. Manuscripts are judged on methodological soundness, reproducibility and the clarity with which results and limitations are reported, not on the subfield they belong to. Example topics for each area, together with the criteria the editors apply and an explicit list of what falls outside the journal, are set out in Aims and Scope.

The journal submits, reviews and publishes in English only. Kazakh and Russian versions of the website pages are provided for the convenience of local authors; they do not change the language of publication. A manuscript in any other language cannot be sent for review.
The journal appears quarterly, four issues per year. Articles are published in the issue to which the editors assign them.
The journal operates on a Diamond Open Access model. There are no article processing charges, no submission fees, and no page or colour charges; readers pay nothing. Articles are openly available from the moment of publication, with no embargo period. See Open Access Policy.
Every article is published under the Creative Commons Attribution 4.0 International licence (CC BY 4.0), https://creativecommons.org/licenses/by/4.0/. Anyone may copy, redistribute and build upon the work, including commercially, provided the authors are credited. Copyright stays with the authors; the journal does not require a transfer of copyright. See Licensing and Copyright.
Review is double-blind: authors do not learn the identity of reviewers, and reviewers do not learn the identity of authors. Each manuscript sent for review receives reports from at least two independent reviewers. A reviewer has one week to accept or decline an invitation and three weeks to return a report. The first decision normally reaches the author within four to six weeks of submission. Reviewers advise; the decision is taken by the handling editor, and the Editor-in-Chief is responsible for the final decision. The full procedure is described in Peer Review Process.

See Publication Ethics.
Each published article receives a DOI, assigned via Crossref upon publication.
An ISSN has not yet been assigned to the journal.
The journal is not currently indexed in any bibliographic database. It will apply to DOAJ once it meets the eligibility requirements.
The journal is owned and funded by Qazaq AI Research University. The publisher is its only source of funding. No advertising is carried on the journal website.
The editorial team takes its decisions independently of the commercial and administrative interests of the publisher. The publisher does not review manuscripts, does not see reviewer reports, and cannot overturn an editorial decision. Manuscripts submitted by members of the editorial team, or by staff of the publisher, are handled by an editor with no conflict of interest, and the author is excluded from all correspondence and files relating to that manuscript.
